OBD-II code P0004 indicates the Powertrain Control Module (PCM) has detected an abnormally high voltage signal on the control circuit of the fuel volume regulator. The fuel volume regulator is an electronically controlled valve (commonly found on common-rail diesel and some direct-injection gasoline systems) that meters or regulates fuel volume/pressure. A 'high' reading typically points to an open circuit, a short to voltage, or a failed regulator solenoid drawing the signal outside its expected range.
The internal coil of the regulator can fail open, short, or develop high resistance, which commonly produces a high-voltage feedback to the PCM. This is the single most frequent cause of P0004.
Broken, chafed, heat-damaged, or disconnected wires between the PCM and the regulator create an open circuit, which the PCM typically reads as an unusually high signal voltage.
Corrosion, bent pins, or a loose locking connector at the regulator or PCM can interrupt the circuit and cause the control line to float high.
A control wire contacting a 12V source or another powered circuit will drive the reference signal high, triggering the code.
A weak battery, failing alternator, or poor engine/chassis ground can skew reference voltages and produce a false 'high' reading on the regulator circuit.
Although possible, internal PCM failure is an uncommon cause of P0004 and should only be considered after every other electrical and component cause has been ruled out.
It is generally not recommended. The engine may enter limp mode, stall, or be difficult to start, which can leave you stranded or create unsafe operating conditions, especially under load.
Almost never. Although some sources suggest replacing the PCM, in the vast majority of P0004 cases the fault is the regulator itself, its wiring, or its connector. A PCM replacement should only be considered after all other causes have been thoroughly ruled out by electrical testing.
