P0628 indicates the powertrain control module (PCM) has detected a voltage level below the expected threshold in the fuel pump control circuit. This circuit commands the fuel pump control module (FPCM) or a driver/relay that supplies power to the fuel pump motor. A low signal typically points to an open circuit, a short to ground, or a driver failure inside the FPCM.

1. Fuel pump control module (FPCM) internal driver failure

The FPCM's internal driver transistor can fail open or shorted to ground, pulling the control circuit low. This is the most common root cause on vehicles that use a separate FPCM.

2. Open or short-to-ground in the FPCM control wiring

Damaged, corroded, or disconnected wiring between the PCM and FPCM (or between the PCM and fuel pump relay/driver) will cause the PCM to see a low voltage on the command circuit.

3. Fuel pump motor drawing excessive current

A worn or seized fuel pump motor can pull enough current to drag the control circuit voltage low, especially if the FPCM uses a low-side driver with current monitoring.

4. Fuel pump relay or driver circuit failure

On systems that use a PCM-driven relay, a stuck-open relay coil or a shorted driver inside the PCM can set this code, though the PCM driver itself is a less frequent failure point.

5. PCM fuel pump driver circuit failure

An internal PCM driver fault is possible but rare; it should only be considered after the FPCM, wiring, and pump motor have been ruled out.

How it's diagnosed

  1. Retrieve all stored codes and freeze-frame data; note if P0628 is current or history.
  2. Visually inspect the FPCM and PCM connectors, the fuel pump relay (if equipped), and the associated wiring harness for damage, corrosion, or loose terminals.
  3. Verify battery voltage and a solid ground at the FPCM power and ground pins with the key on.
  4. Using a scan tool capable of bi-directional control, command the fuel pump on and monitor FPCM output voltage and fuel pump current draw; compare to manufacturer specifications.
  5. If the FPCM output is low or absent with correct power/ground and command signal, test the FPCM control circuit for continuity and short-to-ground between the PCM and FPCM.
  6. If all wiring and the FPCM check good, perform a PCM driver voltage test per the service information before condemning the PCM.
