3. Connector damage or corrosion

Moisture ingress or bent pins inside the electrical connector can create bridges between the regulator circuit and adjacent voltage feeds, artificially elevating the signal voltage.

4. Reference voltage circuit short

If the 5-volt or 8-volt reference line feeding the regulator is shorted to a higher voltage source elsewhere in the harness, the PCM will interpret the return signal as high.

5. PCM internal driver failure

In rare cases, the PCM’s internal voltage regulator or driver circuit for the ICP regulator may malfunction, though this should only be considered after all wiring and component tests pass.

How it's diagnosed

  1. Visually inspect the entire wiring harness between the PCM and the ICP regulator for chafing, burn marks, or pinching, paying special attention to areas near exhaust manifolds and valve covers
  2. With the ignition on and engine off, measure the voltage at the ICP regulator connector; a reading near battery voltage on a low-voltage signal circuit confirms a short to power
  3. Disconnect the ICP regulator electrical connector and recheck the circuit voltage at the harness side; if the high voltage persists, the short is in the wiring, if it drops to zero, the regulator is internally shorted
  4. Perform a continuity test between the regulator control circuit and known power sources (battery positive, ignition feeds) to locate the exact location of the short
  5. Test the ICP regulator’s internal resistance and compare to specification; infinite or near-zero resistance indicates internal failure
  6. If all wiring tests confirm integrity and the regulator is within spec, test the PCM output signal with a known-good load to rule out an internal PCM driver fault
