P2648 indicates the engine computer has detected a low-voltage condition on the control circuit for the Bank 1 rocker arm actuator, also called the variable valve lift/timing oil control solenoid. This usually means the circuit is shorted to ground, open, or the actuator itself is drawing abnormal current. The fault prevents the system from switching cam profiles or advancing valve timing as commanded.

1. Faulty rocker arm oil control solenoid/actuator

The solenoid coil can short internally or stick mechanically, causing the control circuit to pull excessive current or read low voltage. This is the single most common cause of P2648.

2. Wiring short-to-ground or open circuit

The control wire between the PCM and the solenoid may be chafed, pinched, corroded, or broken, creating a low-voltage or open-circuit reading on the actuator line.

3. Low or contaminated engine oil

Insufficient oil level, degraded oil, or the wrong viscosity can prevent proper oil pressure to the rocker arm actuator and trigger related circuit or performance faults.

4. Clogged solenoid screen or oil passage

A blocked oil strainer screen or restricted oil gallery can cause the actuator to behave erratically and may contribute to repeated code setting after a solenoid replacement.

5. Corroded or damaged electrical connector

Poor pin contact, moisture intrusion, or terminal spread at the solenoid connector can create excessive resistance and a low circuit voltage reading.

6. Powertrain control module failure

PCM driver failure is possible but uncommon; it should only be considered after the solenoid, wiring, oil condition, and connectors have been ruled out.

How it's diagnosed

  1. Confirm P2648 and record freeze-frame data, then clear the code and see if it returns under normal driving conditions.
  2. Check engine oil level and condition; correct any low level and change oil if it is dirty or incorrect viscosity before further testing.
  3. Inspect the solenoid connector and wiring harness for corrosion, pin damage, chafing, or shorts to ground along the circuit path.
  4. Measure the rocker arm oil control solenoid resistance and compare to specification; test actuator operation by applying power and ground per service information.
  5. Back-probe the control circuit at the solenoid connector and verify proper voltage/signal from the PCM when the system is commanded on.
  6. If all components and wiring test normal and the code persists, evaluate the PCM output driver as a last-resort cause.
